They diagnose binding constraints and deploy the appropriate combination of knowledge, tools, or connections to unlock disproportionate change, whether that means helping advocates work smarter or helping mainstream actors become allies. Their integrated capabilities (research, solutions, networks) enable rapid, targeted interventions when high-leverage opportunities emerge.
